The iPhone's built in microphone is sensitive from 0 to approximately 110 decibels.
Why aren't you getting a 0 decibel reading in a quiet room? A decibel is an actual measurement of sound pressure and aside from a vacuum chamber or out in space 0 dB is not really possible to read. An average quiet room will be in the 40-50 dB range.

Having brass wind players monitor volume is a useful tool. This app does an excellent job of giving a visual level of blowing thru a horn.
I am a very casual user (“How loud are those cicadas?” [83 dB]). This is a handy app, even if you only have occasional uses.
I set my tolerance threshold for restaurants at 70 dB. If the sound level is above that my dinner party has a choice: find another venue or, if the food is good, welcome a non-participant at the table.
This was a wonderful app but did it recently stop working? I can’t get it to work at all ??♂️

The peak and average meters are the same reading the max is only one working correctly
