App keeps stating needs an update... then produce an update!

This app worked well for me for all of my school submissions. Since I got my iPhone 11 though, the app says it needs updating. I see the last update was a year ago. It appears it is not compatible with the newest iOS or something.

I downloaded the app, entered my login credentials, and it tells me that the app is out of date press ok to update. There is no update or way to update. The app has no purpose or function.

I got this app because I need it for school documents. Tried to log in recently and it says app is out of date and an update is required. However, the App Store says this app was last updated a year ago! How am I supposed to use this when I can’t download the supposed “update”??
