Great app but didn't transfer my purchase to a second device – 123 Genius First Numbers & Counting Game for Kids Review

We love the app but I have it on my phone and my daughters iPad. The full paid version is on her iPad but when I downloaded it for my phone it didn't transfer the purchase and is making me pay for the app again. That shouldn't happen
