Why I can’t reload GarageBand o my iPhone 11 iOS 13? – GarageBand Review

I’m happening to make a ringtone for the phone via GarageBand, but I need to reload the app from AppStore and it’s not working at all, no reaction from the app, sooooo what can I do ?
