Math puzzle for the OCD crowd – SPL-T Review

This is basically a puzzle about how to balance between two log2(n) functions represented by gray boxes. They've done a lovely job of intertwining the functions (dividing lines vs drop times), but there is ultimately a single optimal deterministic solution. If you have the patience to figure it out.
