Why there is a fee when wanting to use credit card – PayPal - Send, Shop, Manage Review

Why if I am want to send money to friends and family a fee is required when I want to choose “pay with credit card”. Is there another way that will allow me to not pay a fee when wanting to use my credit card on file? Thanks, S Balfour
