ICloud Backup Not Available – 2FA Authenticator (2FAS) Review

I loaded the app and it works, but when I go to backup my codes it says “iCloud is not available” (big red banner at the bottom of the app). I have FS2A enabled in my iCloud settings on my phone. I thought this was a feature? How do I get this to work? Tried finding the solution by doing a Google search and come up with nothing.
