Snapchat but to close friends on Instagram? – Threads from Instagram Review

Great technology with the auto-censoring (cause it’s hilarious) and voice to text component. It’s clearly a Snapchat competitor but I’m not understanding why it’s a separate app...instead of just integrating this into Instagram?
