I can’t use the app – Shortcuts Review

When I go in to the app and to try to make a shortcut I can’t. When I should be a able to “add shortcut” it has the word “help” so I press it and it takes me to an Apple page and I go through it and nothing happens I STILL can’t use the app! Why? I just can’t use it AT all.
