Apps never opens – Passport Parking Review

The passport app never opens a second time after downloading. After downloading, it works fine. After closing and reopening, it remains stuck on the interstitial loading page EVERY TIME. This has been an issue for over six months. Every time I need to use the app because a town only has quarter meters I have to delete and re-download the app. Fix this issue or get a mobile web page please!
