I️ Was charged $3.99 for the app when it was supposed to be free? – Baby Growth Chart Percentile Review

Found this app on app advice looks like a useful app. Was offered the app for free with instructions to upgrade for free, but was then charged $3.99? Will change my review if this can be resolved.
