Wat. – Hetalia Chibi Carnival Review

I JUST purchased it and it was having problems downloading, so I stopped it and re-download it and it's not downloading. It says "you've purchased this so there will be no extra charges" or something and now it would even download. I don't know if it's the app or my phone.
