Don't buy in app purchase – Toddler - Preschool Workbooks & Games for Kindergarten Review

I bought an in app purchase , it takes ur money but it is still locked.... wrote to apple and they said we have to buy each app. I know that, I bought colours but it is still locked- just use the free ones?
