Notifications and Messages – Grindr - Gay, same sex, bi, social network to chat and meet guys Review

Why is there not a notification for this app when it's not in use and I have turned on the notification feature. Do you have to pay to get that feature? Also it would be great if all messages could be available when you switch from different devices to sign in.
