Game does not finish – Anna DressUp - Holiday Morning Adventures Review

I just bought this game for my granddaughter. We got through the first three levels and it says the rest of the levels are coming soon. How do you explain to a two year old that she can't get to Santa's workshop when it's sitting there on the screen? It just says coming soon. I think they should have told us that before purchasing. I would like my money back!! It would be very cute if it was finished.
