Purchased on iPad but have to purchase again in iPhone!?

I purchased this game for $0.99 in my son’s iPad to remove the ads and unlock all levels. We use one apple ID/account for his iPad and my iPhone but the purchase didn’t translate to my phone. Does that mean I have to pay $0.99 AGAIN on the SAME account to unlock and remove ads on the SAME APP in my phone???? Ridiculous

It's great I love it just needs more levels and it has in app purchase but if you don't buy it you will get them for free later
