Purchased on iPad but have to purchase again in iPhone!? – Red Ball 4 (Ad Supported) Review

I purchased this game for $0.99 in my son’s iPad to remove the ads and unlock all levels. We use one apple ID/account for his iPad and my iPhone but the purchase didn’t translate to my phone. Does that mean I have to pay $0.99 AGAIN on the SAME account to unlock and remove ads on the SAME APP in my phone???? Ridiculous
