Ehhh... Quite misleading – Color Dock Bars - Customize your wallpaper with cool color dock bars for iOS 7 Review

Ok 1). It suggests you turn on 'reduce motion' setting which effectively turns off the screen transition effects. 2). "Tons of dock backgrounds" amounts to only 25. None of which are customizable. I gave it 2 stars because while it works it should've stated these 2 points in the description to save people their $.99.
