Pro Version - Rip Off – Shapely - Shape your photos, design your world, frame creativity. Review

I rarely spend money on apps, but I really liked the interface and flexibility/customization features of this app so I went for the pro version. It says it's already purchased (and charged me) but will not download. I read the reviews after and saw other ppl were having the same issue. Why has this not been fixed?
