Meh – Color Effects HD (Recolor Your Photos & Draw Beautiful Splash Art) Review

This is fun, if you want to turn a color photo to black and white or colorize a photo. I figured out its functions, but I shouldn't have had to. There should be instructions, which is why I'm rating this only three stars. Directions would bump it up to five stars. This is the first app I've bought that didn't come with instructions.
