The Green Factory is not available! – SimCity BuildIt Review

I’ve unlocked the Green Valley Region, but the Green Factory is not available to place in the city. To add insult to injury- The contest of mayors asks you to produce and collect an item as part of a streak assignment. I automatically lose about 10K in points. What is going on???? Please fix this bug!!!
