Older iPads on iOS 12 cannot use this – Amazon Shopping Review

I’m wondering if when this app was upgraded to require iOS 13, Apple and Amazon knew that older iPads stuck by Apple on iOS 12 would no longer work? The iPad app now opens to Safari and tells my senior Mom that it requires iOS 13.
