Doesn’t come up on new keyboard – Neon LED Keyboard – Glow Keyboards for iPhone with Colorful Themes and Fonts Review

So I’ve downloaded it twice. It isn’t showing on my “add new keyboard “. Would really like to have it but, guess you just can’t have everything! Any suggestions would be helpful
