Offline mode does not work, – PBS KIDS Video Review

Was hoping to use this on airplane but after downloading several episodes they are no longer found in the app, appears the data indexing is broken. On the latest OS 15.2 and updated app. My iPad storage shows 2 GB of data is stored in app but downloading them again stores a new copy. Immediately after downloading they are visible and downloads has a count but after closing app or iPad the count resumes to zero. Also I get a warning message upon start up in low bandwidth or offline mode and nothing shows in main screen, my expected use would be I can still access offline content
