Won’t run – Microsoft SharePoint Review

The first screen opens with the blue circles, then it moves itself to the background and won’t operate even if all other apps are closed. I’m using an SE with 11.2 OS Tried going to the Microsoft support page and it doesn’t appear to be operational either.
