Excessive Ads, minimal if any payout – Puppy Town - Merge & Win Review

I have been playing this game for 6 months- promised myself that I would play forever- or until I won something, anything... I have completed through level 50, and have collected the “rare” puppies that you need all five to get a payout... somehow I have collected about 70 of each lucky puppy, except for one category- for that category, I have found 0 out if the 280 that I have collected. Tried this on another device- same thing... they limit one type of puppy so that you can NEVER collect an entire set! Complete scam, just like Neon Pop Bubbles!
