Doesn’t let you restore purchase – My First Alphabet Phonics ABC Review

I purchased this app on one iPad and downloaded it on my other iPad with the same Apple ID but it did not let me restore the purchase and asked me to pay again. Also the sound does not work after purchasing the app. This is a phonics learning app but there's no sound which defeats the purpose.
