Bug in the last update (or is it a bug?) – Documents (Office Docs) Review

Suddenly I can no longer add documents or folders. All these changes have happened to the app and yet there has been no official update since July 2019. I thought the fix would be to uninstall and reinstall the app. The first time I did that I could see the + sign again. But next time I went into the app is was blocked again with advertising and the “Upgrade” button at the bottom which you can’t press because nothing happens. It seems like this app is intentionally being made worse????? To top that the developer site is a dead link. Hmmmmm.
