Can not connect to psn – Ratchet & Clank: BTN Review

I am a big fan of the series been waiting for Btn to come out In the EU store for years finally decide to make a US account to get the app only to be unable to sync raritanium. I tried with both android and now on ios and both are unable to connect to psn. I would like to connect to psn so I can transfer raritanium to the PS3 game.
