Transferable to other device? – English / Portuguese Talking Phrasebook Translator Dictionary - Multiphrasebook Review

As a retired Spanish teacher I like what I see so far as I plan to walk the Caminho Portugués. However I upgraded to Pro on my iPhone, but that upgrade is not reflected on my iPad. Why is this? Am I supposed to pay $3.00 again for my iPad app?
