Usable but definitely needs work – Dopameme: Meme Maker Memes Review

Pictophile is the only gif editor I use tbh because it actually has the functions you expect from one! My only problems with it are that these options are sooo limited. I suggest: proper sizing handles (like at the corners of images, bottom/top center and side centers) and free crop (no constrained proportions) editing the opacity of an image when it’s already been placed just general quality of life improvements!
