Can’t Unlock Chapters – Nancy Drew Codes and Clues Mystery Coding Game Review

I think this game would a lot of fun, but it will not let me unlock the other chapters. We have tried to purchase them, but it keeps saying “not allowed.” Can anybody help with this?
