Does Download go across all devices? – Bingo for Kids Review

I love the app but I paid $1.99 to unlock all 6 apps on my iPad but when I went to pull app up on iPhone, I was asked to pay another $1.99. Why am I not able to download the same app I paid for on all my devices?
