Pokémon? Battle thing? – Plant Evolution World Review

How can you tell what attack the other plant is going to do? Is it random? What is the cycle of attacks above? Looks kinda like a recycle symbol, but it has attack moves in it. Any extra tips? BEAUTIFUL AND FUN game so far, more instructions would be good.
