Unable to Recover Past Purchase – ElfYourself® Review

I was able to download some, but not all of the past purchases. The app want me to pay for them again. Why? FYI - I posted this after I had gone through the restore. It randomly only downloaded a couple of the songs I previously purchased. I've been using this app for past 3 years. This is the same Apple ID, I've never had a different Apple ID.
