Solution to upvote problem – Quora Review

I have a perfect solution to encouraging people upvote worthy answers, thus increasing the visibility of high quality answers by less popular Quirans. Once you scroll down all the way to the bottom of the article (while estimated required read time lapsed), why not slide-up a three section little bar with buttons labeled: | Upvote | Neutral | Downvote | Reader doesn't have to pick one and Neutral is effectively dismissal of message (in-case someone takes pop-up as mandatory) This kind of active encouragement ought to increase reader engagement into voting, will encourage less popular authors to keep writing, and increase quality visible answers.
