Purchased but won't restore – Strawberry Shortcake Bake Shop Review

I purchased the app for 14.99 and then unlocked the tools for 4.99. Now it won't restore the baking tools and wants me to pay an additional $1.99. Fun app but expensive and a little frustrating that items are locked after I've already purchased them.
