Can't finish game – Vampire Legends: The Count of New Orleans HD Review

I'm stuck on chapter 6 at the shed at the Carter's house. I can't develop the photo required to open the door. Getting the message "no negatives to develop". I can only give this game 1 star until this glitch is fixed.
