Accesses cellular data, even after restricting it/ iOS 10.3.1 – Hello Kitty Music Party - Kawaii and Cute! Review

I've logged a complaint to Apple. I don't understand why some developers don't follow iOS guidelines. Why is the app running on background? Why does it access cellular data, even when this app has no access allowed? Rectify this issue immediately.
