Start time wont edit – Finish. The procrastinator's to-do list. Review

Cant change START TIMES to NOT COINCIDE with amt of time Tasks takes? Just because i set a task for 15 minutes does NOT mean the task has to start at 15 min past the :00 hour. Task takes 15 minutes but cant set it to start at 45 min after the hour?
