Will not delete – Smart Internet Browser Free - For Secure & Fast Web Browsing with Multiple Tabbed Review

I added this app to my phone and it installed on my iPad as well, but the problem is that it's not fully installed on my iPad it looks like it's updating. I have tried to delete this app at least 10 times still the same thing.
