What happened – WhenToPost: Best Times to Post Review

Paid for upgraded 3.99 version and I can't download it. I've uninstalled and reinstalled the app with no luck as well. And it appears there is less information/when to post data when I reinstalled the app. I've been charged and don't have a working app. Emailed company twice email has been kicked back both times saying undeliverable. Email was provided buy app as well as contact info on website. Have receipt to prove payment from apple.
