How do I set a wallpaper?? – Cool Themes - Wallpapers for iOS 7 Review

I cannot figure out how to navigate here. I purchased this app but am told to watch the special instructions. I have clicked on it 5 times but all I see are ads. What am I doing wrong? Please advise. I've emailed but get no answer.
