It does the job -- however – Color Cap - Add custom text to photos & pics for Instagram Review

It's an average app, it works, and it isn't bad for quick notes on pics. However, if you want to do a really good job editing your pics with this app, plan to spend some cash. While the prices for upgrades are not bad, other apps offer some of those options for free.
