Can I please play the game – Rivals at War Review

I have and iPad 4 (also won't work on my iPhone 5 C) and I had deleted this app awhile ago and wanted to play the game again, and when I went to download it i saw the cool new update for so I was like hell yeah I'll download and since downloading it I can't get past the logo. I don't know if my iPad is too old and the app is running too many things at once but I'm hoping this is a glitch that can be fixed.
