Ideally, photographers should retain ownership and all publication rights. The ACLU only should be granted limited and specific republication rights for investigations, but no redistribution or resales rights. Any publication should be marked: "Copyright 2016 [photographer name] All Rights Reserved" So, what is it going to be?
