Not restoring my purchases – WhenToPost: Best Times to Post Review

I have a brand new iPhone 6S+, 128 GB, and when I go to purchase for more insight, all I'm getting is a spinning circle - for over an hour. I have deleted and re-installed the app. I want my time back more than my money. Please fix and I will fix the rating.
