What does this do?? – Battery Saver - Battery doctor, Fast Charger & Power Manager Review

There is nothing anywhere in the app that gives instructions. Also, for example, when it shows me I have 88% battery, it just says "needs" at the bottom of the screen. Needs what? A better app designer maybe?
