App keeps allocating storage – Apple'N'Apps Review

In addition to the allocation issue, this app is now refusing to work without a wifi connection. I should be able to use the cellular connection if I choose. Fix it. What is the reason this 3MB app is using over 300MB on the device? There is no way to free up the used storage. What is it being used for? Fix it.
