Annoying arbitrary game dynamics, obnoxious adds – City Island 3: Building Sim Review

This game creates too many arbitrary rules. For example some buildings can only be built on grass, why? This game reminds me of another city builder called Metropolis, both have dynamics which are extremely annoying, I can't think of a better way to describe it. It also uses full screen video adds that completely disrupt the gameplay. I get that the developers have to make money, but that is just obnoxious.
